4. In these circumstances I suggest that the best plan would be to set up a small central committee of officials who would be responsible for co-ordinating the consideration of any given question by a number of panels, which would as far as possible be existing committees, and which would undertake this function of considering questions falling within their field and affecting scientific liaison with other countries in addition to their existing functions. There would be no question of encroaching upon the responsibility of existing committees to the authority which has set them up.
