4. In my view the first need is to institute a system under which storage space would be strictly rationed and each of the Departments concerned would be given the responsibility of making the best use of the space allotted to it. Under this system a central authority, having taken into account the total holdings by Departments as well as their estimated requirements, would fix as a target the amount of space to be released for reconversion by a specified date. In the first instance, it would probably not be possible to look further ahead than the first and second six months after the end of the European war.
