2 The problem falls into two parts :— (1) The release of storage space by the holding Departments. This can only be secured by the declaration of sufficient quantity of stores as surplus. (2) The disposal (using the term in its widest sense*) of the stores so thrown up in the quickest possible way, paying due regard to their immediate market value, and where there is no market value, to their ultimate value to the community in the post-war years, and to the policy enunciated in the White Paper on Disposals (Cmd.
