7. To meet the Admiralty's difficulty I should propose that as pa### of the Peace Settlement we should insist that Germany be prohibited fishing in the North Sea. Her fishermen should be restricted to t### Baltic. The effect of this would be to reduce the number of German with a knowledge of seamanship and in consequence to limit the German potential for manning submarines. We, on the other hand, would hav### larger share of North Sea fishing and would thus maintain the essenti### reserve of fishermen on which the Admiralty so properly relies.
