will automatically stand charged with the task of reconstituting the Commission. It seems clear that a Ministerially appointed body like the Commission would be an appropriate authority to promote the necessary schemes of re-organisation and regulation, thought it may be necessary to give the Commission additional and more effective powers for the purpose. It may well be that these powers should include, for example, power to regulate production and distribution arrangements such as may be exercised by the Herring Industry Board.
