Quite apart from the difficulties of Departments, it appears to me to be unfair to the men and women in the Forces, in other forms of war service and in scheduled undertakings, who are not free to move until released, that men and women in temporary Government service should be free, within the limits of the Ministry of Labour Control of Engagement Order, to get permanent jobs outside the Civil Service in advance of their less fortunate contemporaries who are tied to their employment until released.
