AMALGAMATION OF POLICE FORCES Joint Memorandum by the Home Secretary and The Secretary of State for Scotland

2 Various proposals have been made for compulsory amalgamation. Among them are the following :— (a) The Desborough Committee, which reported in 1919, recommended that all the non-county borough forces should be merged in the county forces. The county borough forces would not have been interfered with. (b) In 1932 a Select Committee of the House of Commons recommended the merger of the forces of non—county boroughs (except Windsor) of as population of less than 30,000. (c) The Report of the Departmental Committee on Detective Work and Procedure, 1938, laid stress on the advantage of amalgamating small forces, from the point of view of the more efficient detection of crime.
