8. Owing to lack of wagons at the opencast sites, I have not been able to move the unscreened opencast at anything like the planned rate, nor does it appear that this position is likely to change unless special measures are taken. SHAEF's expected import of domestic coal, are, however, much lower now than in the original plan; I anticipate that I shall be able to meet them with unscreen opencast, but only at the expense of inability to meet the full requirements of the Mediterranean theatre in this quality.
