8. We are of opinion that approval should be given only when the Minister responsible for planning is satisfied that no other suitable land can be found. What we have in mind is that in any case where application is made by the Authority for the appropriation of land belonging to them which comes within the meaning of section 143, the Minister for Planning should make a survey of the position in the area, and that the necessary consent should not be given by the Health Minister unless the Minister for Planning certifies that the land ought to be appropriated for this purpose.
