4. The Committees made many detailed recommendations with regard to marketing, research and experimental work, and other matters into which we need not here enters Their principal proposal, however, was that steps should be taken to assist owners and occupiers to carry out approved works of rehabilitation so that the productivity of these forms could be brought up to a reasonably economic level. Without substantial State assistance the burden of expenditure involved would be too great for the resources available to the parties.
