If this aircraft were a military type required for the purpose of the present war, possession of this land could be taken under the Defence Regulations, and it could subsequently be acquired under the Requisitioned Land and War Works Bill, now before Parliament. I am, however, advised that the present purpose cannot be brought within the words of the Defence Regulations, and it is therefore necessary to find some other means of securing the land. 7. The only powers of compulsory acquisition which are at present available to me are those given by the Defence Acts.
