SHORTAGE OF POTATOES: PROPOSED BONUS Memorandum by Parliamentary Secretary to the Ministry or Agriculture and Fisheries

20 Jan 1945

8, It is in point of fact an offence under Ministry of Food Order to feed sound ware potatoes to livestock. It is obviously impossible to enforce this prohibition; it would involve placing an inspector on every farm, and indeed in every domestic poultry keeper's home. A state of affairs in which it is, and must be, tacitly recognised that the law is being broken all over the country is in itself unfortunate and unsatisfactory. The Ministry of Agriculture suggest that it is a stage worse for the Government to pass from tacit to overt recognition of law-breaking by offering farmers an extra financial reward if they comply with the regulations.
