The saving of shipping by a possible reduction in our stocks has been mentioned several times by Mr. Harry Hopkins, and it also became apparent at an early stage of the shipping resources survey, now being undertaken in Washington, that an examination of the United Kingdom stock position was an essential element in the situation.
