The country has, however, an obligation to the men and women of the Forces whose educational opportunities have been interrupted by the war; and for this reason also the Educational and Vocational Training Schemes of the Services are needed. These Schemes cannot be carried through without adequate staffs. 7. Most schoolmasters and teachers of military age are serving in the Armed Forces, many of them as combatants. For instance, for every civilian Education Officer employed with the R.A.F. there are about qualified teachers serving as officers or airmen in various branches of the R.
