NORTH OF SCTOLAND HYDRO-ELECTRIC BOARD - CONSTRUCTION SCHEME NO.2. 1. The Committee had before them a memorandum by the Secretary of State for Scotland (L.P.(45)140) submitting for their consideration the draft of a White Paper declaring the Government's intention to confirm this Scheme. THE SECRETARY OF STATE FOR SCOTLAND said that the Scheme, the main part of which provided for a large scale hydro-electric development in central Perthshire, was controversial and its confirmation was bound to be opposed in both Houses of Parliament.
