At their meeting on the 9th March, the Committee had invited the Minister of Labour and National Service and the President of the Board of Trade to consider what steps could best be taken to increase cigarette production and to inform the Committee of the extent of the increase which it would be possible to secure. The Committee now had before them a joint memorandum by the Minister of Labour and National Service and the President of the Board of Trade (L.P.(45) 80) in which it was reported that production was at present short of current requirements by 200 million cigarettes a month, whilst the additional War Office demands reported in L.
