THE COMMITTEE had before them a Memorandum (L.P.(45) 65) in which the Home Secretary and Minister of Home Security proposed that, as soon as the necessary administrative arrangements could be made, all fire guards should be relieved of their compulsory duties until, if ever, their services again became necessary to meet actual or apprehended incendiary attack.
