RELAXATION OF RESTRICTIONS ON TRAVEL TO FRANCE: Joint Memorandum by the Home Secretary and the Minister of War Transport.

The remaining 20 per cent. should be held for urgent compassionate cases. It is further recommended that the distribution of passages should be undertaken by the Ministry of War Transport, and that an inter-Departmental Priorities Board under a Ministry of War Transport Chairman should be set up on the model of the Air Priorities Board with authority to allocate sea passages to travellers on official duty and on business of national importance within the 80 per cent. of places reserved. The Foreign Office should be represented and would deal, inter alia, with the interests of French nationals.
