(c) to reduce the allocations to British West Africa, which has been reasonably well supplied with cotton piece goods for some time; (d) to cut the allocation to French and Belgian territories in Africa in the hope, somewhat doubtful perhaps, that Belgium and France may be able to compensate them from their own production later in 1945. I favour meeting part of Canada's requirements by (c) and (d), even though this will make it harder to meet the relief demands of our Far Eastern Colonies later in the year.
