(c) Early expansion of the export trade in linen goods will be essential on currency grounds. (d) The absorption of labour released from munitions industries and from the Forces will be an important objective, and accordingly the capacity of the linen trade should be used to the fullest extent that the availability of labour allows. It is assumed that by the last quarter of the period the normal pre-war rate of production could be achieved. It is therefore estimated that between October 1945 and September 1946 the industry will require some 48,000 tons of line flax and machine tow.
