With regard to industrial and commercial employment generally it might well be the case that an authorised absence of two or three days would allow opportunity for a natural release of tension and would set a limit upon absentee### of persons living near their work. On the other hand a declaration of two or th### days authorised absence would certainly encourage transferred workers to return home; this would put an added strain on transport and there would be the risk of refusal to return to work.
