UNAUTHORISED DISCLOSURES OF INFORMATION MY colleagues will recollect that in the summer of last year there was a distressing series of unauthorised disclosures of ###nformation. Some consisted of unauthorised anticipation, by several days, of the official announcement of a Government decision. Such anticipations are often a source of grave embarrassment to the ###overnment; and the fact that they can occur at all undermines ###ublic confidence in the security arrangements of Government ###epartments and the discretion of public servants.
