My officials have agreed with the Ministry of Health that for the first stage the amendments to the Order will consist almost entirely of the alteration in the existing Order of "85%" to "821/2%" where appropriate. On or about January 1st a further Order will be necessary to substitute 80% for 821/2%. Discussions as to the form of this alteration are already taking place with the Ministry of Health. Neither of these Orders will of course, pass unnoticed and I therefore think that just before the publication of the earlier one I should quietly give an explanation to my weekly Press Conference to the effect that scientific experiment has invented a new milling technique which will enable us to give the public a white loaf without any appreciable loss of vitamin content from the present loaf.
