4. The only solution which I had been able to see to this impasse was that the Order should be left in its existing agreed form; but that, if the Committee accepted the view that it ought to apply to all Departments and not merely to those which want it, they should direct Departments to make the application. The further explorations undertaken by the Treasury have, I fear, revealed that this solution does not commend itself to Departments. There is thus complete deadlock. 5. For my part, I share the apprehensions of my officials about the staffing position and I consider that any check on wastage, especially of the rank and file, would be useful.
