-2- (i) That there should be a high level approach to the State Department proposing that in view of the difficulties which have arisen on detail we should sign the Declaration and leave for future discussion the greater part of the Procedural Supplement, except for that part which sets up the Committee. This would allow the members of the Committee to get things going in the way that we are confident that both the Americans and our- selves wish things to go, that is to say, with broad understanding and tolerance.
