It appears that point (i) could be broadly met, but that there is no prospect of securing firm assurances in the form desired on point (ii), in advance of signature and the setting up of the Committee. On the contrary, recent telegrams and letters about individual cases are most discouraging. The so-called "marginal" theory, propounded by Mr. Landis, is being increasingly put forward from the American side. According to this theory, the United Kingdom should not receive any particular type of goods on Lend/Lease from the United States, even for military purposes, unless we have first reduced our civilian population to siege levels, and given up all export trade, in that particular commodity.
