Servants must hold themselves at the disposal of the Government. Thus they would be expected to act as if they were members either of a disciplined service, resignation from which in wartime would be impossible, or of an organisation covered by a form of control such as that embodied in the Essential Work Order. It followed that,. while individual cases could be (and have been) considered on their merits, in general no permanent Civil Servant could be allowed to take up an outside appointment unless such a course were clearly established to be in the public interest.
