(b) It should only apply to areas where aerial attack is unlikely during the forthcoming operations, but would apply to London in which about 40% of the suitable houses are situated. (c) Rebuilding should only be authorised where there is available labour, i.e. labour will not have to be directed from a distance. Labour on this work would, of course, be protected. (d) In the case of private owners the work will only be permitted, if the Ministry of Works and War Damage Commission are satisfied that the maximum economy of materials and labour is being secured.
