We have considered the question whether an indication should be given in the course of the debate that the Government might later consider transferring the functions of the Minister of Education under Section 3, either in whole or in part, to some other Minister or Ministers. We are of opinion that this is a matter calling for fuller consideration than is possible before Committee stage and that, while it will be understood by the Departments that it should be so further considered as part of the review of the Machinery of Government, it is probably neither necessary nor desirable to make any statement at present which might seem to commit the Government in anticipation of any conclusions that may hereafter be reached.
