their will, without safeguards for them of the the draft Order, seems to me to be quite believe that it would be acceptable to Parliament in present conditions that civilian personnel should be "frozen" to Government work with no right of appeal, on hardship or any other ground, against the refusal of the employing Department to release them. Nor, of course, would any such arrangement be acceptable to the National Staff Side, and it is certainly not an arrangement which could be enforced on the Civil Service, alone of all employments, in the teeth of staff opposition.
