The National Establishment will serve the Air Force, the Navy and Civil Aviation in this country and also, in large part, the similar requirements in the Dominions. My colleagues, I believe, recognise the maintenance of a war potential to be a first step in achieving security after the war and it will not be doubted that in the air field the retention for this country of superiority in design and technical development is the most important single element in war potential.
