BOLERO COMBINED COMMITTEE (LONDON) LABOUR REQUIREMENTS FOR AMERICAN INSTALLATIONS Note by Sir Findlater Stewart 1. The War Office have referred to the Bolero Combined Committee a request they have received from the Commanding General, E.T.O.U.S.A., for the provision of civilian workers to replace American depot operating troops who are being withdrawn for the manning of depots overseas in "OVERLORD". Their requirements are phased over a number of months and, as from the autumn, there will be a considerable falling off in American needs for labour for their installations.
