(iii) Applications for registration from persons not included in the categories defined in the preceding sub-paragraph would be referred to an independent Committee of three persons who would make recommendations to the Minister, taking into account the views of all sections of the industry and the needs of the community both generally and with specific regard to conditions in different areas. The Committee would be instructed to give sympathetic consideration to applications from ex-service men.
