In some cases their production has been reduced to less than one-tenth of their pre-war capacity. At present the repair of war damage and other essential repairs and conversions depend on local immobile labour and there are no arrangements specifically to direct labour to this work. 7. In order partially to meet the situation the Minister of Labour has agreed to accord protection from call-up or transfer to technical, administrative and clerical staff of local authorities already engaged on, or required for, current housing work or for the preparation of plans for the construction of housing sites; and to personnel actually engaged in the production of building materials and components to meet existing housing demands.
