From time to time since the commencement of the Scheme the Fire Brigades Union have represented that the ban on individual payments was much resented and was a hindrance to the development of the work. In April, 1943, the Minister of Production wrote to me enquiring whether it would be possible, in order to increase the amount of work, to permit payment by means of a form of deferred credit consisting of Savings Certificates to be purchased for the men and held for them till the end of the war.
