in relation to the opening of new retail businesses affords a precedent for a proper control over new entries, in the interests of those whose businesses have been closed owing to war service or otherwise. 6. My proposal provides for registration as of right in the case of:- (a) any person who has at any time been registered in respect of the same business as that which he proposes to carry on; (b) any person who was carrying on a business between the earliest date of mobilisation and the imposition of the obligation to register; Note: (a) and (b) between them are intended to cover all cases in which the business shut down because the owner was called up for military service or other priority work.
