The stock forecasts given in this report, and in the tables and charts appended, assume that none of the commitments to supply food to S.C.A.E.F. will have to be implemented before the middle of the year; nor do they make allowance for any sudden and unexpected diversion of shipping or other transport facilities which might occur for military reasons. During March the Ministry of Food was relieved of the liability to replace the remaining cargoes of food intended for Russia which have from time to time been landed in this country from the U.
