II. THE FINANCES OF CHURCH SCHOOLS (a) Loans to Church Schools (Clause 98) The proposal to enable the Churches to borrow on the same terms as the poorer Local Authorities has been well received and such criticism as there has been has been constructive. The point has been made that it be invidious to make money available by means of a public loan to perpetuate the grievances of the single school areas and I suggest that the Bill should provide for the holding of a local inquiry wherever it is proposed that a loan should be made to the Managers or Governors of a school which is the only school serving a particular area.
