ANNEX A. REPORT BY SIR SAMUEL BEALE ON NEGOTIATIONS IN WASHINGTON FOR THE SUPERSESSION OF THE LEND-LEASE WHITE PAPER. 1. I attach the drafts of two documents (marked B and C) which the United States authorities expressed their readiness to accept as a substitute for the Lend-Lease White Paper of September, 1941. The first (marked B), which is intended for publication, is a joint Declaration of Policy setting out the principles by which both the United States and United Kingdom Governments would be guided in the use of articles and materials supplied on Lend-Lease or Mutual Aid terms and of materials in short supply.
