concerned. We must find something more effective. The real weapon in our hands is the issue of Government contracts and the control of managements, and I want to press strongly that if we mean to be successful in eliminating strikes we must be prepared to use this weapon in the case of any employer who acts in such a manner as to provoke strikes, just as we do if he impedes essential production in some more obvious way. It would, of course, be necessary to ascertain the facts in the first place; this should be done by a special inquiry with which my Ministry should be associated.
