air attack could be met by the release of factory space used for storage, and that, if necessary, additional storage premises of a temporary kind might be put up. This is what I now propose. 5. In considering which factories should be cleared and transferred to the Emergency Reserve, I have had to take into account both the location and the suitability of the factories for this purpose. I have provisionally selected 36 factories for clearance, of which 17 are in the London area and 19 are spread over South Wales, the NorthEast Coast and Scotland.
