sufficient for the relatively small work involved. I should be disposed to leave the Bill to operate as from the time when it receives Royal Assent. It should be possible in the normal course of administration and by the operation of war-time controls to guard against any serious encroachment on present supplies of labour or materials. Moreover time will inevitably be needed for the preparation, investigation and approval of schemes. The Secretary of State for Scotland concurs in these proposals.
