ISSUE PRICES FOR RAW COTTON. Memorandum by the Secretary of State for the Colonies.

6. In view of the strong representations which I have now received from West Africa, it is doubtful whether I was ever justified in agreeing to the original proposal which was considered at the Committee's meeting on the 28th January, that the price of raw cotton should be increased by 3d. per lb. While I stand by the Agreement I then gave, I must in the circumstances oppose any higher increase than 3d. a lb., and I would urge strongly that even this increase should not be brought into force for some months to come.
