Wheat and Flour subject to review monthly in respect of three months ahead, such review being made in the light of the stock and forward arrivals positions. It has only been made because unless it had been the very strong probability was that the United States War Department would have determined to procure the same if not at the expense of the U.K. import more of these articles programme.
