But it was made clear that there was no authority for the exchange disbursement which would be involved by any supplementary contracts with newsprint manufacturers. The fact that such contracts may have been concluded without authority and may have to be broken is regrettable; but I do not think that the manufacturers should find much difficulty in disposing of the 100,000 tons of newsprint in North America.
