The estimated cost of construction of the units is £1,500,000, I suggest it would be convenient if their erection were sponsored by the Ministry of Supply, who have wide experience in this matter and who are now less hard pressed. 7. I should emphasise that the construction of these buildings must not be allowed to hamper or delay other parts of the Government programme of building in war time, including the building of houses, or to make inroads on the pool of mobile building labour available for that programm My proposal would, therefore, be that the work should be carried out, so far as possible, by the immobile labour which is available in the areas concerned, supplemented by the minimum force of immobile building labour and with the minimum of skilled supervision.
