FINANCE A. The poorest authorities. 4. The plan in the Financial Memorandum to the Bill is to make the grant to local education authorities in two parts: (i) a main grant rising in the fourth year to 54.36 per cent of the total expenditure of all authorities and providing increased grant to every authority: and (ii) an additional grant amounting to .64 per cent of that expenditure and payable to the poorest authorities. No formula for the distribution of this additional grant was given for the reasons stated in paragraph 10 of the Financial Memorandum, but it is estimated that it would amount to rather over £900,000 in the fifth year.
