On the assumption that there were no improvements in attendance the annual cost of the proposals submitted to me by the industry and described in paragraph 2 would be ###7,100,000; the annual cost of the modified proposals I have suggested in paragraph 5 would be ###7,300,000. If as a result of the adoption of the scheme the one or more attendance of those at present losing shifts per week were improved by one shift per week the cost of the two proposals would be increased to £8,100,000 and £8,300,000 respectively.
