-2- with this difference of treatment, and unification of the two groups is essential for efficiency, for it is necessary to avoid having two separate and distinct reserves of French Seamen, and instead to have a single reserve for service in French or ex-French ships, all of whom must be on the same conditions of employment and under the same disciplinary code. It has, therefore, been arranged that the French Committee shall be responsible for the manning of all ships that have French crews, although the legal status of the requisitioned ships will remain unchanged.
