Apart from the arguments on scope and merits there would be practical points of difficulty if the suggestion were adopted. A contributory pensioner who is also in receipt of superannuation is entitled to have the first his superannuation disregarded in assessing his needs. It would be clearly illogical to apply this disregard if the superannuation were itself the item which was to be supplemented.
